Speaker Lineup
Andy Arnold: Andy began his career as a professional educator, serving the School District of Beloit, WI from 1999 to 2003. His desire to serve never left him and in lieu of military service, he was sworn in by the City of Beloit Police Department in August 2003.
Throughout his distinguished law enforcement career, Andy served in numerous capacities including Patrol Operations, Tactical Operations, Investigations (Drug and Gang Unit/FBI Safe Street Task Force), and Supervision. His tactical and supervisory experience ultimately opened the door to international service.
Andy's knowledge, skills, and abilities qualified him for a Department of State World Wide Protective Services (WPS) assignment as a High-Threat Diplomatic Security contractor at United States Embassy-Kabul, Afghanistan. This experience further broadened his perspective on leadership, crisis management, and serving in high-stakes environments.
Amanda Mohr: Amanda Mohr is a Crime Response Specialist with the Wisconsin Department of Justice (DOJ), Division of Criminal Investigation (DCI). She specializes in providing support to victims and non-offending family members in Internet Crimes Against Children (ICAC) cases. She is a member of the Wisconsin ICAC Task Force and provides victim support, outreach and resources to our ICAC affiliate agencies. Amanda earned her Bachelor's of Science degree in Psychology from Edgewood College and her Master’s of Science degree in Criminal Justice from The University of Wisconsin-Platteville. Amanda is a trained Forensic Interviewer, as well as a Certified Social Worker through the State of Wisconsin. Prior to joining DCI, Amanda investigated cases of child maltreatment for the Child Protection Services Unit within Sauk County Department of Health and Human Services. In that position she investigated several child sexual abuse and ICAC cases. In addition to this role, Amanda was also employed part time for the Dane County Crime Response Unit, as part of the on-call team. Prior to that, Amanda was a Probation and Parole Agent for seven and a half years based out of the Reedsburg Police Department.
Jacob Chihak: Jacob Chihak is a Special Agent with the Wisconsin Department of Justice (DOJ), Division of Criminal Investigation (DCI). He specializes in Internet Crimes Against Children (ICAC) cases and is assigned to the Appleton Field Office. Jacob is a member of the Wisconsin ICAC Task Force and investigates cases and provides resources and assistance to our ICAC affiliate agencies. Jacob earned his Bachelor's of Arts degree in Criminal Justice from the University of Wisconsin-Eau Claire. Prior to joining DCI, Jacob worked at the West Bend Police Department for 10 years and attained the rank of Detective. In that position, he investigated general crimes which included child sexual abuse and ICAC cases as well as all the other types of cases.
Kristen Rabideau, LCSW: Kristen is the first Public Safety Social Worker (Co-Responder) employed through the Kenosha County Division of Behavioral Health and embedded within the Kenosha County Sheriff’s Office. In this role, she co-responds with deputies to behavioral health-related calls, provides case consultation, and conducts follow-up support with individuals and families. Prior to joining Kenosha County, Kristen worked as an ongoing case manager for Child Protective Services in Milwaukee County. During her time in CPS, she focused on trauma-informed practices and supporting the health, safety, and well-being of children placed in out-of-home care. Kristen has also spent much of her social work career working within several Wisconsin county jails, where she provided services to individuals experiencing mental health and substance use disorders. Her work in correctional settings strengthened her commitment to supporting vulnerable populations and addressing behavioral health needs within the justice system. Kristen is a Licensed Clinical Social Worker (LCSW) in the State of Wisconsin. She is also a Certified Clinical Trauma Professional and has received training in Behavioral Threat Assessment and Management. In addition, she is listed on the DHS 34 roster for Waukesha County, where she works as a clinical therapist in the Crisis Intervention Unit.
